I have several of these to set apart and identify my common color black luggage. They not only do that, they keep separate handles together and also act as a cushion. They have a Velcro closure, so are adjustable to your luggage handle size. There is a bungie cord attached to it that once placed around one of the luggage handles, keeps it attached to your luggage, even when it is opened to access your luggage. Great feature, as I never misplace it. On the interior, there is a clear pocket that can hold a business card identifier. I had a piece of luggage stolen out of our truck at a hotel and this is to replace the one that was taken with it. I don't believe they sell the color I originally had, though this is a close match. The purchase was quick and easy as was the delivery.
