Runs very small! No stretch!

The items itself is very nice looking, it's a shiny gold material. However there is no stretch and it runs very small. I order a 7-8 for my average size 7 year old and she couldn't even get it on. Even though it was too small, I thought we could squeeze her in, to at least get a couple wears out of it. But we couldn't because there is absolutely no stretch in the material. We had already taken the tags off so I didn't try to return it.
