It is definitely a choker. It's a little shorter than I was looking for, but that's on me for not reading the details. It's very nice and works perfect for what I needed. Only complaint is that it doesn't have an extender like most come with.

Not for skinny necks, makes it too big.

This is big, as in too long for a choker. If you have a long, slender neck don't buy this. It doesn't look like a choker necklace at all because it's too big/long. Also, since it's fabric it doesn't lay down flat, but sticks up. There's no weight to it. Sorry I bought it. :(
