Is United Nations legally responsible for the human rights violations of peacekeepers? This book examines: the individual responsibility of peacekeepers and the United Nations for the crimes of human rights committed by them; the collective responsibility attached to the international community under the auspices of the United Nations and the European Human Rights case-law on the breach of the Laws of Armed Conflict by the peacekeepers. Advancing a cosmopolitan view, the author proposes the creation of a universal jurisdiction established through the enactment of the global social contract; thus, suggesting that the United Nations, the peacekeepers and the global community have the responsibility to protect the local populations from abuses of human rights when their state fails to do so.
