Perfect in the belly tight on the thighs

I'm normally a size 18 in my Jean's so I got these hoping they would work for me when I exercise. They are totally roomy on my flabby belly but way to tight on my thighs. I will have to wait a few more weeks into my weight loss to utilize these comfortably. My thighs are about 23 inches if my measurement is still true.
