Itchy, not soft, short in length

This material is cotton and spandex, so i cant figure out why it's so itchy! The band is itchy, the fabric itself is itchy... it's not soft at all. Its also shorter in length than I would like. For a large it's pretty tight. I havent been able to wear it for more than hour though because of the itchiness. I've washed them twice and neither one has lost the itch, or become softer.
