Sizes deceptive

I am now on my third order. It's like Goldilocks. The first one was too small. Could have fit a guinea pig. The second one was still too small. Sizes were misleading. I'm now waiting for the Large and hope it fits. I've been looking for a lightweight mesh harness as Emmie's old one has seen better days. This fit the bill perfectly, but I'm frustrated trying to find the size that works best. Keep returning them to Walmart and waiting weeks to get my refund. I'm having the same issue with a coat I ordered for her.
