The fountain makes no noise. This is the second fountain I've purchased. Since we are concerned with the plastics in our human body, I am concerned about plastics in my cat. So I changed to a stainless steel fountain. The cord is long enough for my needs, longer than my previous cord. The filter doesn't say anything about which is top or bottom or left or right.
