May shrink on washing

I ordered a size small sweater vest and I liked the quality, color, and fabric. However, it was pulling around the chest area. So, I ordered a size medium. The size medium arrived with no paper tags attached or on the tag attached to the vest. It also had a smell of it being freshly washed. Medium definitely fit better around the chest but it was much shorter than the small. My take is that someone washed and returned it, it was then sold to me. When washing the vest length shrunk. The size medium (quality control) turned me off and I returned them both.
