Way too small

I normally wear a 1X. I ordered a 3X since I assumed it was made in China, and I wanted it big enough to fit over a bulky sweater. At best, it's a large; and it has XXL on the sewn in tag, but one attached tag says XXL and another attached tag says 3XL. There is no backing where the snaps are grommeted in and will pull out of the very thin nylon that goes over the zipper.
