Not as advertised

I sent this item to my sister. She only received one in the listing in the second photo there's a X 12 so I assumed I was getting 12 little patches. But in fact she received only 1. I was looking for bang for my buck , and with 4in patches of a quantity of 12 I thought my sis was going to be able to finish her project for me and but in fact she can not.
