Beware picture is not actual item you are buying

Picture was black base with chrome rim and was NO chrome on it. I emailed vendor and they said pictures are only for general use and do not represent item sold REALLY?. How do you sell on line without actual representation of the item you are selling. I had to send back and still waiting for my Refund!,
