After calling the customer service department and quickly being put in touch with a representative named Tom, he asked if I was pushing down on the black tube that connected to the balloon. I had not been doing that but once I did it worked perfectly.

It says it can't be air shipped. It came reasonably fast and on time! I think it doesn't really blow up 27 full 9 inch balloons - but maybe we were overfilling them? I bought 2 in case which was a good idea because we needed more helium.
