Why is finding the right gas cap so hard?

I paid for the $29 "vented & locked" gas cap but received the $10 plastic version that doesn't say whether it is vented. Gates has the same part number for both versions for some inexplicable reason. Shouldn't somebody check inside the box before sending it to the customer? I don't think this is a new problem either. Fix it!
