Seller cancelled order, then later sent wrong item

After waiting several weeks, I sent an email to seller to find out when this purchase might be delivered. Right after, I received a notice that the "Seller" cancelled this order due to being "out of stock". Later I received a "small" plastic envelope with 6 one time use packages, 0.5 ounces each. NOT even close to what I paid for. I paid for 6 TUBES that were 6 ounces each= 36 ounces. I was sent 6, 1 time use PACKETS that are 0.5 ounce= 3 ounces. Big difference between 36 ounces and 3 ounces. I looked up the item at that time and it did show, "out of stock". This is a picture of the envelope, with address, along with contents.
