FYI Hanes has changed their "sizing" for this item

I have been wearing this size/style for years. Like the cotton and fit. For years I wore size 9 comfortably. (Be advised former) Hanes size 9 is now significantly smaller, and have had to size-up to size 11 to get the same fit.

The waistband size isn't consistent. One pair fits fine, the next pair is too snug around the waist. There shouldn't be that much difference in the waistband.
