Defective Santa drinking bird

The appearance of the Santa drinking bird seems fine, however, it does not work at all! It is damaged in the sense that it does not have any momentum to it at all. It does not swing back-and-forth as it should. I attempt to give it a little push, but then it stops swinging right away. It's defective unfortunately.
