Not certified, no TW %23's not legal to transport

No T.W numbers. no %23's at all. Just made date. Not D.O.T certified for Texas. no trade in facility will take this. Had to by another tank from suppliers and put Freon in it to turn in. only good for on site storage. But, in Texas you should not be TRANSPORTING this tank with Freon in it.
