Missing Parts Make this Disappointing

I think this ladder would work in case of a fire - if only Walmart had included all of the parts! There were supposed to be windowsill hooks, but they had been removed before the item was shipped. I have to send the whole thing back and order all over again - which I am not sure I feel like doing.
