I ordered this to cover the spare tire on my utility trailer. This size will fit a 12 inch tire with a bit of room to spare. Probably would work fine for 13 inch too. The vinyl is heavy grade, the elastic is strong and flexible, and the piping around makes it look classy. Best deal I could find, and free shipping to my store. Can't be beat!
