Evil is often embodied in perverse individuals who will use any means to get what they want. He leads the unfortunate numbers man to believe he has been forgiven only to suddenly meet his death in a most gruesome fashion. This monster is Shaw's elusive target and we learn that Waller is not the philanthropic businessman the world believes him to be. To complicate matters, Shaw and his superiors aDeliverre not the only justice seekers pursuing him; unknown to them is another organization, sophisticated vigilantes with a mission of their own. These two organizations are destined to come in to conflict as they independently seek the same unscrupulous prey.
