Purchase new items but received used.

Bout 4 chrome caps for my dodge ram wheels. Listing said new. Caps came in box with no packaging to protect from scratching each other also not only is there scratches but they are used caps. Have small brake dust spots and also they screw from rear of wheel and they have been screwed before. Messeged seller with no answer back. What a rip off to sell used items for new. Sprayed with some grease spray to make look shiny. Thanks for nothing. If I wanted used caps I could have went to local junk yard. Will add pictures when I get back in town.
