Quality good, but not as big as stated

This trash can's description states it holds 25 gallons, but the bucket inside the can (where the liner goes) is much smaller than 25 gallon. I thought I could use this one trash can to replace 2 normal kitchen sized ones, but I've been unsuccessful.
