Steel bolts rusted off after 3 years.

It came with standard tool bolts, not plastic nor stainless steel. Hey engineer, what do you think is going to happen to steel after 3 years when it sits 24 hours a day within inches of water? The bolts rusted so badly after 3 years that the seat literally fell off my toilet.
