Cute but not a 3 pack

I would have given this cute party decoration 4 stars, but I had to take away two, one for each item it was missing. My plan was to hang two on either side of a ship portal window for a birthday party, but there was only one preserver in the package upon arrival. Would not have paid $13 for just one item. I would have recommended this item if there were three, but can't since it's missing two.

Not what I thought I ordered

I ordered two life jackets, and what I thought was an actual life preserver. Imagine my surprise when I received my life jackets, with a decorative, thin plastic, dollar tree type, life preservers that are completely useless to me, but cannot be returned.
