GE AJCQ09DCG 9400 BTU Built-In Air Conditioner

I live in an apartment complex and this is the air conditioner all the apartments have. I just had one of our maintenance guys here checking it out and he said it's fine but its not blowing out cool air anymore. It's blowing out more so warm than cool air. It's like a very slight breeze in my apartment. 2 yrs ago it was nice and cold in my apartment, much needed for the summer. I had this same ac in my apartment for 27 years. I was told from this maintenance guy that the hotter it is outside, the AC will take awhile to blow out cool air. Thats wrong. They don't have any in stock and the manufacturer doesn't make these kind anymore. What really stinks it the fact that since I live in a complex, we are not aloud to have anyone other than the maintenance people in our apartments to check out our appliances. Half the them have no idea what they are doing. So now my kids and I are going to be sweating this whole summer.
