VERY TINY BOOTS

According to the size chart, my dog would fit a size small. These boots are VERY tiny. The bottom of the boots are just a little bigger then my thumb and the leg part is tight on my pointer finger. The measurements on the package do not match the boot size at all. I literally laughed because they are so small. I thought it was a joke. They look more like doll boots. I would like to return them and maybe see if an extra large would work for my Havanese Pup. I wonder what measuring system they are using? Though I measured my pup's paws, the chart sizing does not match the size of the boot.
