scam, missing the valve housing

i ordered 2 of these to finish our tub/showers, they showed up without the mixing valve housing, there was nothing in any of the description's that the main component was not included. (it did say the shower head wasn't included and that was fine, and clearly listed that it wasn't included.) when i asked to return them they wont pay the return shipping. very deceptive listing, Walmart should review or stop allowing this seller to use the site.
