Demco recon hitch

This ad was very deceiving. unless you read very carefully you are under the impression you are buying a complete hitch. Even the picture showed the complete hitch. Actually you are only getting the base. Who and under what circumstances would you just need the base. if anything should wear out it would be the top hitch assembly.
