As other reviewers have mentioned, this seller seems to deal in items intended to be sold in Panama. This might lead to certain usability issues when purchasing phones, but as for this tablet, just adjusting location settings (especially in Samsung's own weather app, which needed two restarts before it stopped giving me the weather in Panama) this was the extent of my inconvenience. The tablet itself is in perfect working shape and the box, despite a tiny dent on the side, was sealed and secured.
