Cheap and Stingy.

Tobacco seeds are miniscule seeds. Too small to even see if there were 100 seeds. But what is for sure - it was a lot more work to separate and pack that tiny stingy fraction of seeds than to just put in a reasonable pinch of seeds where one could handle and plant separate pitches.
