Toddlers size neck opening?

I ordered a XL this dress was so small that you couldn't fit it over a toddler's head? I don't know what size it actually was but not a ladies xl. Something was way off. It smelled so awful that I had to wash it before I could even try it on. So now I'm stuck with a toddler size dress?!@* So frustrating to say the least!
