Shelf bra does nothing

I assumed that the term shelf bra meant it would provide some coverage and support. I do not have a large chest and the extra thin layer of fabric called a bra hardly covers my chest and does nothing to hide my nipples. Still need a bra or nipple covers when I don't feel like being eyeballed in public. The top itself is fine otherwise.
