Runs extremely small

This swim suit runs 2 sizes too small. I ordered two of these for my daughters to match. They have different builds, yet this was extremely small on both. But somehow the bottoms are also cut in such a way that their privates show. So tight on the waist, yet huge gapping on the legs. Very odd!not usually the case with Justice brand.
