Very disappointed

The picture looks like a really cute sweater and I was looking forward to wearing this, but the material is so weird and substandard. I don't even know what it's made out of. There's not even washing instructions with it. It's stiff and it's not a knitted quality. It's a shame too because I thought it was a cute sweater. I would not buy this plus I wear a medium. I ordered a large and the large is almost too small for me so size wise it's not running true.
