The 12V voltage regulator has 3 wires: 2 blue or green wires for input AC voltage from the flywheel generator and red wire for output DC voltage to the 12V DC battery. The embedded circuit is internally grounded as a fourth ground wire to the enclosure of the component itself. Equivalent to a 4-wire 12V regulator.
