Several customers owe him money. The drug dealer and his partner end up murdering one of their customers who wouldn't pay. A Lieutenant in the Cartel decides to shield the murderer. A smart young Seattle detective is investigating the case and begins to make progress only to be stymied by pressure from corrupt senior officials.
