Way too small for a size 11

I bought these as a surprise for my partner in the size(11) I know she wears and these turned out to be WAY to small for her as she couldn't even get the balls of her feet into them. She tried to put the on with and without pantyhose but nothing helped. We both love the looks of the shoe and thought that they would be nice for clubbing in, but now I am looking to give them to Goodwill or something. Now I'm not sure if I want to try and get her a larger size as I don't think they would fit either.
