Clearly not DC official/licensed!

This shirt is clearly made by some market place t-shirt maker using very low quality productivity. The graphic quality is so poor that it looks like the shirt would look after a lifetime of washes. I promptly returned it to the store where the customer Service rep and I enjoyed a laugh about it after I had her look at it.
