Yes, training wheels should touch the ground. Training wheels have a rear coaster brake to stop the bike, so it needs to always have contact with the ground. The exception is when rounding a corner, one training wheel will stay on the ground and the other will lift slightly, about a quarter-inch. What's important is that your child sits in the saddle so that weight is distributed to the back tire.
