I called bulb America, I was told to mail it back to them at my own expense. They will inspect it, and if they find nothing wrong with it,, I have to pay a restocking fee, or shipping again if I want it back! There was no invoice, or return label with the bulb as if they don't want to make it easy to send back. Never again!

Tax policy
BulbAmerica is incorporated in the state New York and must collect sales tax on any sales that are being created or delivered to an address within the state of New York. The Walmart marketplace collects tax at the order level on our behalf.
