No they cannot. The sides are one piece. I think they sell this in a dresser.

Can the safety rails come off so this piece can be used as a dresser?

The guard rails are permanent. I plan to just decorate the top by putting some dolls sitting in it. The top can only hold a small child and cannot hold a lot of weight.

Assembled this alone in a couple hours. Instructions are missing a step when you get to assembling the first drawer - it fails to mention putting the drawer base in before you screw in the final drawer side, but not too difficult to go back in and fix once you realize the error. Everything lined up nicely in the end and it looks premium. You'll want a drill though, unless you want to build the whole thing with an Allen-key!

My advice take out all the pieces and put them into piles and start!

Beautiful Change table

Tried to put this thing together -the instructions are missing some steps but I managed to figure it out. The real issue was that the last 2 drawers were the wrong parts the sides of the last 2  drawers were all the same and not meant for either side - so I had to take it all a part and return it. I gave an extra star for walmart customer service being great and just taking it back.
