Yes on the base and one shelf in the middle

Are there two levels inside plus the top?

Well made. It was not the same colors as shown online, but, fortunately, still matched our linoleum, so we kept it. Second story is only a half-shelf that opens into bottom shelf. Cat cannot curl up on second story shelf. My cats like to curl up on bottom and top shelves.  No doubt they would use the second story shelf to lie on if it was a full shelf.

Well made

I purchased one of these several years ago.  The new one is fine, but it is made more cheaply.  It's nice and solid so the cats can't tip it very easily.

I was disappointed. I bought this to replace an old one my cat had basically worn out. This one doesn't weigh as much and she moves it around. Also the shelving is carpeted differently which I didn't notice in the description. She only uses plush carpeted ones as scratching posts, so I honestly didn't have much of a choice. It'll work for what I need, but I feel it's way overpriced after receiving it.

Disappointed for the price...

The expected low grade quality from ChinaMart! Don't like the place and dont usually buy from here but my options weren't so great either

This cat condo is not 2 story. The top story is actually only a half bottom.  A cat can't lay on the top story, it opens into the bottom.
