Depends on your motherboard

I purchased this for a Dell XPS desktop running Vista that had an extra PCI slot and no available PCI-E slot. I knew I wouldn't get full USB 3.0 speed but I expected some improvement over USB 2.0. I got none. StarTech's technical support basically told me the problem was my motherboard and that their product wouldn't work with it. So I returned the card to WalMart*.
I guess you have to call StarTech before purchasing with details about your motherboard and see if it will work for you. Either that or do what I did i.e. purchase it and return it if it doesn't work. Fortunately, Walmart* makes returning easy and hassle free.
I gave it an 'average' rating because this page requires you to give it a rating but I really can't rate it because it never worked properly. It did not meet my expectations, thus the 'poor'. It costs more than twice the price of a comparable PCI-E card which will give you full USB 3.0 speed. I have one of those running on a Windows 7 machine. Nonetheless I was willing to pay $50 for it because of all the data transfer to external disk I have to do (several dozen GBs daily) so I rated the value 'fair'.
There are very few PCI USB3.0 adapters available. I'm thinking the lesson is if you need to upgrade your USB ports to 3.0, you really need a newer computer with multiple PCI-E slots.
