I would have to guess that 0-28 inches is the neck size. I bought the large to fit a 45 pound dog & it was so small in the ribs that it had to be set out as far as it would go. This large fits more like a medium. Also, this harness is very cheaply made.

I returned mine without even using it.

It is an adjustable harness. the 20 -28 is the minimun to maximun that the chest area adjusts to. so smallest is 20 inches, & the largest chest is 28 inches.... unless, this harness is totally different than all the others we have bought that look like this one.

Good quality. We prefer traditional harness for how it fits, stays in place, and distributes forces if our dog pulls. We tried the newer style carried that they carry in the store and didn't like it...and neither did our dog. I'm glad Walmart provides options on their web site. Convenient and easy return if you don't like it.

This harness is perfect for my growing puppy! Can easily be adjusted as she gets bigger. Great quality for the price :)

Great for price

I should have taken a tape measure and measured my big dog Slick! Instead I depended on his weight, which is about 40lbs so I thought for sure the harness would fit! I adjusted it as far out as it would go and it still was not quite big enough. The next size up would have been just right. Anyway besides that, the harness is reasonable in price for an inexpensive harness. It will do the job and it will look nice on your dog! I was just matching his harness to his new (training)collar when I found this product. So I did not want to get an expensive one yet until I knew how long he'd be wearing his training collar. Just be sure to measure your dogs chest and neck before you order, like I should have done!

20-28" verses 40-120lbs Not even close!

There were no instructions included with the harness. I had to look up directions online to see how to place the head and paws through the loops. A diagram would have been helpful.

Tricky to put on pet

FOR THE PRICE IT MEETS VALUE/ PRICE. MY DOG, 22 LBS. BLUE HEELER/RAT TERRIER, FIT CORRECT. HOWEVER THE RING ON THE BACK IS A SLIP DESIGN, WHICH LETS THE ATTACH RING SLIDE TO EITHER SIDE WHILE WALKING. WALMART COULD SHOW A PIC OF HOW THE PRODUCT FITS THE DOG.

PRICE MEETS VALUE

At first I didn't think it would my dog, but after adjusting it it fit perfectly! He really loves it. I'm very happy with it.

Great Harness

It was much too sturdy a harness for a cat. Not at all
as pictured. Although I imagine it would be good for a dog.

I bought this for 10# cat!

I received the harness and immediately tried it on my pet. The girth strap was long enough but the part that the head goes through is way too small. It looks as though it should fit a small dog not a large one. The quality was not what I expected, very thin material. It may be strong enough for a small dog but not for a larger dog. I would not recommend this product.
