It CAN NOT be the exact same size or else the dog will not be able to open its mouth to pant. IMPORTANT WARNINGS: Ensure that the size of the muzzle does not restrict dog's ability to pant and/or drink (a too-tight muzzle will interfere with dog's ability to pant/stay cool). Do not leave dog unattended while wearing muzzle. Dog should not wear muzzle for more than 20-30 minutes at a time.

I followed instructions for measuring this muzzle for a small terrier I have. The muzzles are advised for small pug noses vs the longer slender nose of a terrier. Never having worn a muzzle before, my little guy took to it like a natural! A perfect fit below the eyes, can drink water with it on. Light weight and does not irritate him to wear it. He even lays down with it on, not bothering him at all. He does not paw at it or shake his head. A clip at the bottom of the muzzle opens to slide it to a dog collar to hold it in place, adjust the looseness accordingly.
