The placement of the arm holes are TOO close to the neckline so that even if the measurements are taken, you pet can't move correctly, TOO tight. The outer velcro idea would work as it is plenty large enough to adjust but the issue is the design for the upper arm holes. If they don't change the arm placement they need a neck velcro to allow more movement to not strangle them from the arms being put too tight. I attempted to put it on again to take a photo of the PROOF, but she nearly bit me because it annoyed her so much before being TOO TIGHT! Would have to unvelcro the back of the underlayer to allow her shoulder not be strangled from the arm placement TOO high on the design
