The seeds you sent me do not germinate

The seeds seems very hard and will not germinate, I said hard because it felt that they were too dried, so I tried to scratch the surface to see if that would facilitate the growing but it did not make any difference, then I left inside a plastic transparent bag exposed to the sun and surrounded with absorbent paper slightly wet, but after 3 days the begin to get a green color with no grow whatsoever. I am willing to try for a last time your recommended procedure, which I will follow to the letter, before I request my money back and try another supplier. Again, the seeds seemed really hard and dried, or maybe they were X ray during the shipping. Thanks for your prompt reply
