I contacted the Whitmor customer service about this very question. According to them, it is, although you'll need the connectors that come with each set.

Yes. I put 3 separate boxes of units together into one system. You can configure it however you want...doesn't have to be 2 layers of 3 cubes. You can even leave the bottom or back off some of the cubes if you want and use those extra grids to make another cube! Hint: if your plastic clips break or don't work, try zip ties.

The connectors are the same at all the corners, so it would be theoretically "possible" to add more cubes. Due to concerns of it becoming top-heavy, I would/will possibly add more cubes out to the side. I have mine configured 3 cubes high and 2 cubes wide. That is as high as I would want to take the unit, but I am not averse to adding to the width, to accommodate more storage.

Can another set be attached to the top of this one, is it expandable?

Yes, each cube is about 14 3/4 inches. I would put them on a bottom cube for the weight of the shoes though.

Not sure how large the roller skates are, but if these are configured into shelves, the skates would possibly fit in one of the sections.

These are not milk crates. They are wire squares, connected by plastic disks. So if you were thinking of transporting the skates in the cube, you might want to look further at milk crates.

There were a few bad reviews on these when we were ready to make our purchase, which scared me a little. People were saying that they didn't stay together. After purchasing anyway and putting them together, I can see where people might think that. The plastic connectors are hard to put on at first; once you get the hang of it, it was a breeze. (If they weren't hard to put on, it would make sense that they would fall off, so they need to be hard). We are using it as a dresser in our closet currently. It's working out great and none of it has fallen apart. My family had these when I was growing up and used them for all the kid books on the top shelf of the closet. They never broke or bent or anything.

Storage Cubes

It's not evident from what's shown online, but the cube pieces can be used to construct a 'wall', shelves, or cubes. Fit the pieces together and configure for your display needs. I used for a festival to display product for sale as well as small paintings. Snap pieces together fairly easily, though it does take a little strength because the pieces are so sturdy. Highly recommend. Great value at Walmart.

Great versatile display unit

I built this item and I really like it.  I used to have these but I moved and didn't take what I had with me.  I looked at the reviews and I was concerned with the sturdiness of the pegs and being able to build it.  But... I had no problem.  I think that maybe the people who posted comments were unsure of how to build it.  Pretty much, make sure it's sturdy!  I put them together as,told then I at the end of a section and more so at the end of everything I lightly hammered the corners and ends.  That way the pegs are all 'locked' in.  Felt super sturdy.  And felt like my old one which lasted for 10 years with me.
