Oregon Place offers apartments to people who might otherwise be sleeping in the woods. The apartment rent is income based. Tenants must earn less then 50% of the area median income. The nonprofit agencies work with tenants, helping them sign up for the support and training they need to regain financial independence and permanent homes.

Developer William Richardson of Jackson spent a lot of time on the Gulf Coast after Hurricane Katrina. At the request of his friend, Gov. Haley Barbour, Richardson oversaw distribution of a Katrina recovery fund to nonprofit organizations and became interested in securing a homeless shelter to replace one the Salvation Army lost to the storm in Gulfport. City leaders in Biloxi, Gulfport and D'Iberville rejected shelter proposals. "There's a stigma with these things", said Richardson. "One day, I decided to buy an apartment complex. How we run it and rent it is our business".
